§ 1004. Purpose.

  • The purpose of this ordinance is to protect and promote the public health, safety and general welfare of the city, by providing for the orderly development of land within the city, as provided by title 6, chapter 29 of the South Carolina Code of Laws. These regulations are established for the following specific purposes, among others, as stated in the South Carolina Local Government Comprehensive Planning Enabling Act of 1994, Code of Laws of South Carolina, title 6, chapter 29.

    (1)

    To encourage the development of an economically sound and stable city;

    (2)

    To ensure the timely provision of required streets, utilities, and other facilities and services to new land developments;

    (3)

    To ensure the adequate provision of safe and convenient traffic access and circulation, both vehicular and pedestrian, in and through new land developments;

    (4)

    To ensure the provision of needed public open space and building sites in new land developments through the dedication or reservation of land for recreational, education and other public purposes; and

    (5)

    To ensure, in general, the wise and timely development of new areas in the city, in harmony with the comprehensive plan, and to protect the waterfront of the city by assuring the orderly growth and development thereof through regulation of waterfront access, construction and subdivision.

    Notwithstanding any provision to the contrary in this ordinance, subdivision of previously platted lots where the lines of a lot which is not contiguous to the greenbelt and the lines of a lot which is contiguous to the greenbelt are redrawn such that the former lot gains area adjoining the greenbelt is prohibited.
