§ 1006. Rules of construction.

  • This ordinance has been written so that the average citizen may use and understand its provision[s]. Efforts have been made to avoid the overuse of technical language where the meaning could be conveyed in another form. For the purposes of this ordinance, the following rules of construction and interpretation apply.

    (1)

    Words used in the present tense include the future tense.

    (2)

    Words used in the singular number include the plural number and the plural number includes the singular number unless the context of the particular usage clearly indicates otherwise.

    (3)

    The words "shall," "must" and "will" are mandatory in nature implying an obligation or duty to comply with the particular provision. The word "may" is also mandatory unless the context of the particular usage clearly indicates otherwise.
